Pavilions bracket a major expansion of an existing federal courthouse

This courthouse includes a new 351,000-square-foot annex and renovation of the existing 576,500-square-foot Prettyman Courthouse in Washington, D.C. The annex division of the project contains eight U.S. district courtrooms, one combination district and appellate courtroom, 11 district chambers, eight court of appeals chambers, and related office space.

Located at Constitution and Pennsylvania avenues, within sight of the Capitol, the annex defines a pivotal place in the city. Its massing and organization respond to the challenges of its federal context, while addressing the institutional values and practical requirements of a courthouse. Two pavilions bracket the primary mass of the annex: one, a square block containing chambers and offices along C Street; the other, at Pennsylvania and Constitution avenues, a rotunda housing a cafeteria and chambers. The annex's key element is an atrium that accommodates the necessary functional links between the old and new structures.

Together with the renovated spaces, the entire project encompasses magistrates' courtrooms and chambers, clerk facilities, a ceremonial courtroom, judges' chambers, a visiting judge chamber, grand jury suites, jury assembly, pretrial services, probation offices, and attorney lounges. Additionally, the program contains extensive related offices and support facilities, as well as office space for lease. The design features extensive security systems and complies with blast, thermal, and ballistic criteria.
